Cadet Phase 2 Cadre
Phase 2 Cadre Duty Position Descriptions & Attributes
MSWG has selected certain traits and abilities desired of candidates seeking the position of Squadron Commander, Curriculum and Plans Officer, Standards and Evalations Officer, Logistics/General Support Officer, and Command Chief for the 2023 Mississippi Wing Summer Encampment. Candidates must be willing to meet or exceed all expectations and responsibilities of said positions.
Be advised that this is NOT a CAP official regulation or form. This summary is currently being used to select cadet Line and Support staff for the 2023 Mississippi Wing Summer Encampment. All material and information used will be listed at the bottom of the summary.
Attributes and Abilities of Phase 2 Cadre:
Below are the general traits, attributes, and abilities sought from a cadet serving as Squadron Commander, Curriculum and Plans Officer, Standards and Evaluations Officer, Logistics/General Support Officer, and Command Chief:

Disciplined (i.e., consistent in actions and words regardless of the situation)

Motivation Driven (i.e., keeps themselves motivated towards growth and motivates others to improve along with them, understands deadlines and how to meet them)

Respects authority and values the mentoring they provide (i.e., understands that Senior Members are a valuable resource and search for their guidance when beneficial)

Equalizer (i.e., fair and just when dealing with Students and decisions)

Excellence and Efficiency Minded (i.e., acknowledging what they can and should handle and vice-versa; understanding when a matter needs to move up the chain and acting upon it)

Plan Maker (i.e., able to develop appropriate goals and plans to accomplish any given mission, and follow through in execution)

Servant Leader (i.e., actively mentoring NCOs and Students; leads by example, holds themselves to a higher standard than they hold their subordinates)

Excellent Communication (i.e., clearly delegates tasks, keeps others informed, and sets clear expectations)

Remains calm under pressure and has the ability to quickly adapt to changes (i.e. the plan is to go to the leadership reaction course however lightening in the area is keeping everyone inside and now the student needs to be led through indoor team building exercises)
Squadron Commander (CTG/CC):
Squadron Commanders report directly to the Cadet Deputy Commander for Operations and are responsible for the performance and coordination of their squadron cadre including flight commanders, first sergeants, and flight sergeants. The Squadron Commander must also coordinate with their assigned Training Officers. They will delegate tasks and goals to the Flight Commanders and First Sergeants and mentor their cadre and students when necessary.
Key duties within this position are as follows:

Setting Goals, and achieving the Cadet Commander's “vision” (i.e., making S.M.A.R.T goals for the squadron, whether from having all Flights learn Columns on Day 3, or having a squadron-wide inspection; Establishing plans and goals that coincide with the Cadet Commander “vision” or goals of the Encampment)

Being an authoritative figure in drill and ceremonies (i.e., leading the squadron in Encampment Formations, overseeing drill testing, and mentoring Flight Commanders)

Setting Standards within the Squadron (i.e., either setting or enforcing encampment standards amongst the squadron through goals and leading through example)
Cadet Curriculum and Plan Officer (CTG/CPO):
The Cadet Curriculum and Plans Officer reports to the Cadet Deputy Commander of Support and works closely with the Senior Curriculum and Plans Officer. The Cadet Curriculum and Plans Officer's main responsibility is the completion and management of the training schedule and instructional content under the mentorship of the Senior Curriculum & Plans officer. The CPO is also the primary cadet in charge of coordinating the major encampment events, including the graduation banquet and Pass-In-Review Ceremony.
Key duties within this position are as follows:

Helps executive staff understand national training requirements and plan appropriate lessons and activities.

During encampment, ensures Cadet Executive Staff is operating on the most current schedule and has the required resources to pass down the information.

Maintain a continuity binder of all schedules, cadet lesson plans, relevant pre-encampment correspondences, and written narrative of problems encountered and how they were resolved. Bind will be turned into Encampment Commander at the end of encampment.

Works with the ES Training Cadet to implement ES training and ensure it satisfies encampment training requirements.

Maintain a continuity binder of schedules, training plans, cadet lesson plans, relevant pre-encampment correspondences, and a written narrative of problems encountered and how they were resolved. The binder will be turned in to Encampment Commander at the end of encampment.
Standards and Evaluation Officer (CTG/S&E):
The Standards and Evaluation OIC is responsible for evaluating and training staff members during encampment staff training events and reports to the Cadet Deputy Commander of Support. During Encampment, it is the Standards and Evaluation Team that inspects and scores basics’ bunk areas and uniforms. The Standards and Evaluation OIC is chosen during Phase 2 and assists with evaluating applicants during Phase 3 staff selection.
Key duties within this position are as follows:

Set the MSWG inspection and barracks standards by developing and revising any operating instructions and the Encampment Training Manual or applying/customizing any applicable inspection standards.

Point of reference for all uniform and barracks-related questions.

Provides pre-encampment training of uniform and barracks standards for TACs, squadron, and flight staff.

Uphold the highest standards in uniform wear, barracks arrangement, and customs and courtesies.

Implement the scoring system for inspections found in the Mississippi Wing Encampment Protocols and the operating instructions.

Provides immediate feedback for daily drill practice.
-
Works with the Cadet Deputy Commander of Support and Curriculum and Plans Officer to schedule appropriate times for all required inspections and evaluations.

Complete end-of-encampment evaluation forms, separately for cadet staff and in-flight cadets.

Maintain a continuity binder of all standards, scoring system, old inspection sheets, relevant pre-encampment correspondences, and a written narrative of problems encountered and how they were resolved. The binder will be turned in to Encampment Commander at the end of encampment.
Logistics/General Support OIC (CSS/LG):
Logistics/General Support acts as the backbone of Encampment. They bring resources from activity to activity, help Line Staff, and run the show behind the scenes. Their primary goal is to ensure Encampment runs smoothly, and that all items are provided and accounted for. The Logistics/General Support OIC reports to the Cadet Deputy of Support.
Key duties within this position are as follows:

Pre-encampment coordination and fulfillment of required encampment inventory and supplies (i.e., polling MS squadrons to identify if they have and can bring equipment required for encampment, overseeing the packing of supplies at the MSWG headquarters.)

Ensures daily logistics responsibilities and requests are met (i.e., emptying trash and restocking bathroom supplies, filling and delivering water hugs to forward training areas)

Aid the Deputry of Support and their Support Assistant with the submission of receipts and requests for funding.

Develop list of printed materials and assist C/CC in ensuring mass-printed materials (i.e. OIs and Workbooks) are printed prior to Encampment.

Ensure the proper care of donated equipment and that all equipment is turned in at the end of the Encampment and returned to the squadrons.

Maintain a continuity binder of inventory lists, daily checklists, relevant pre-encampment correspondences, and a written narrative of problems encountered and how they were resolved. The binder will be turned in to Encampment Commander at the end of encampment.
Command Chief (CTG/CCF):
The Command Sergeant should be a senior NCO that can unify the First Sergeants and Flight Sergeants to ensure all students receive the same level of training. The Command Sergeant will work closely with the Deputy of Operations to ensure the Cadet Commander's training vision and expected standards are met.
Key duties within this position are as follows:

Understands intensity and can mentor First and Flight Sergeants to ensure they have the ability to meet the desired intensity levels.

Oversees the planning and execution of morning PT.

Curate MSWG Jodie list and ensure sergeants know them.
-
Uses drill expertise to develop drill training plan and ensure all flights progress as desired.

Provides rules, works with support to acquire needed equipment, determines playing fields, sets brackets, and keeps track of evening sports scores.
